Google ads are shown to people who are actively searching a keyword or phrase… So they are shown based off of the users intent.
Social ads are shown in a user’s feed because that ad is set to target individuals based off of their interests or things they like. These are interruptive, because at the time of the person viewing the ad, they were not looking for you, they were just scrolling and your ad appeared in front of them.
If you’re thinking, “Big deal who cares… The ads all about me, and if the person wants my services they will click on the ad and I win.” Then, that is why your ads have underperformed in the past.
